AB 1401 establishes the standards for the benefit packages that must be offered by qualifying health plans and insurers to these graduates of the MRMIP and the premium they may be charged.
Emergency regulations implementing Board responsibilities under AB 1401 were approved by the Office of Administrative Law and became effective on August 4, 2003.
Per the requirements of the Administrative Procedures Act, MRMIB finished the rulemaking process and submitted the regulations to the Office of Administrative Law for final approval. The final regulations were approved by the Office of Administrative Law and became effective on March 3, 2004. The Final Statement of Reasons discusses the rational for the changes to the regulations. There were no significant changes between the March 3, 2004 final regulations and the August 4, 2003 emergency regulations.
