About MRMIB

The MRMIB was created in 1990 with a broad mandate to advise the Governor and the Legislature on strategies for reducing the number of uninsured persons in the state. The Board is comprised of volunteer members appointed by the Governor and the Legislature.
(List of Current MRMIB Board Members). Members serve four year terms. The MRMIB meets in public session, usually on the third Wednesday of each month. For a history of the board and its programs, see historical milestones of MRMIB. The MRMIB administers three health care programs. They are:

  • Access for Infants & Mothers The Access for Infants and Mothers (AIM) program provides low cost health insurance coverage to uninsured, middle income pregnant women. The total cost is 1.5% of the subscriber's adjusted annual household income. The State of California and the Federal Government supplement the subscriber contribution to cover the full cost of care.

    Qualifications:
    • Pregnant, but not more than 30 weeks pregnant, as of the application date.
    • California resident.
    • Not a recipient of no-cost Medi-Cal or Medicare Part A and Part B benefits as of the application date.
    • Uninsured or covered by private insurance with a separate maternity deductible or co-payment of more than $500.00
    • Monthly household income within the AIM Income Guidelines.

    The AIM Program provides comprehensive healthcare from the effective date of coverage in AIM until 60 days after your pregnancy has ended.

    Pregnant women receive their care from participating health plans.

    Babies born to women enrolled in AIM are eligible for enrollment in the Healthy Families Program.

  • The Healthy Families Program (HFP) The Healthy Families Program (HFP) provides low cost health, dental and vision coverage to uninsured children, until the age 19, in working families.

    Qualifications:

    • Children under the age of 19.
    • Uninsured children with no employer-sponsored health insurance in the last three months.
    • California resident.
    • Not eligible for or are enrolled in co-cost Medi-Cal.
    • Children must meet citizenship or immigration rules.
    • A families' income must be greater than 100% and up to 250% of the Federal Income Guideline which, varies depending on the age of the child.

    Families participating in HFP choose their health, dental and vision plans. Families pay $4-$24 monthly premiums per child with a maximum of $72 per family. The State and Federal government provide funding for the HFP.

  • The Major Risk Medical Insurance Program (MRMIP) provides health insurance for Californians unable to obtain coverage in the individual health insurance market because of their pre-existing conditions. Californians qualifying for the program, participate in the cost of their coverage by paying premiums. The State of California supplements those premiums to cover the cost of care in MRMIP. Tobacco tax funds currently subsidize the MRMIP. Due to limited funding, MRMIP may have a waiting list.

    Qualifications:

    • California resident.
    • Cannot be eligible for both Part A and Part B of Medicare, unless eligible solely because of end-stage renal disease.
    • Cannot be eligible to purchase any health insurance for continuation of benefits under Cobra or CalCobra.
    • Unable to secure adequate coverage.

  • County Children's Health Initiative Program (C-CHIP) was established by Chapter 648, Statues of 2001 (AB 495) which created the Children's Health Initiative Matching (CHIM) Fund in the State Treasury administered by the Managed Risk Medical Insurance Board (MRMIB). The fund allows for the intergovernmental transfer of local funds used for local County Children's Health Initiatives (CHIs) purposes to draw down federal financial participation (FFP) matching funds for SCHIP eligible children.
